TCS Issued Public Safety Patent for Improving Wireless E9-1-1 Call Routing

Invention Assists GSM Operators to Accurately Route Emergency Calls to Closest Public Safety Access Point

ANNAPOLIS, MD--(Marketwire - March 4, 2008) - TeleCommunication Systems, Inc. (TCS) (NASDAQ: TSYS), a leading provider of mission-critical wireless communications, today announced the U.S. Patent and Trademark Office has issued patent number 7,340,241 for "Public Safety Access Point (PSAP) Selection For E9-1-1 Wireless Callers In A GSM Type System." The patent describes a method that assists with accurately routing wireless E9-1-1 calls to the nearest PSAP of the caller and is implemented in the TCS Xypoint Location Platform (XLP). The TCS XLP Platform provides customers with advanced location-based capabilities that are used to route E9-1-1 calls and deliver precise location to PSAPs.

This TCS invention is significant as it offers a way to overcome limitations with routing 9-1-1 calls over certain Global System for Mobile Communications (GSM)-based systems to the correct PSAP. In addition to GSM-based systems, the invention is used in any situation, regardless of wireless protocol, where precise accuracy is needed to route an 9-1-1 call due to multiple PSAP boundaries within the same base station of a caller.

The "Public Safety Access Point (PSAP) Selection For E9-1-1 Wireless Callers In A GSM Type System" patent provides a method and an apparatus for providing Emergency Service Routing Key (ESRK), Emergency Service Routing Digit (ESRD), or Emergency Service Routing Value (ESRV) information for a wireless E9-1-1 caller. The selection of a PSAP to route the call is delayed up to a given amount of time until either accurate location information is received or a given amount of time has expired. If no accurate location is received in the given amount of time, the call is routed based on the serving base station of the caller.
