TCS Receives VON Magazine Innovator Award for RAVE911 Real-Time Address Validation Engine

RAVE911 Recognized for Innovative Approach to Unifying Nationwide Master Street Address Guide Data for VoIP, Cable MSOs, and NextGen9-1-1

ANNAPOLIS, MD--(Marketwire - March 10, 2008) - TeleCommunication Systems, Inc. (TCS) (NASDAQ: TSYS), a leading provider of mission-critical wireless communications, today announced that it has received a 2008 VON Magazine Innovator Award, which is the foremost listing of innovative companies that represent the future of the Internet Communications industry. TCS has been named to the list for its RAVE911™ (Real-Time Address Validation Engine) solution. RAVE911 unifies nationwide Master Street Address Guide (MSAG) data, providing Voice Service Providers (VSPs), and Cable MSOs with inexpensive, NextGen9-1-1 capable real-time, automatic and highly accurate location validation.

Accurate and unambiguous civic addresses or locations for any subscriber -- whether VoIP, wireless, or landline -- are essential to Enhanced 9-1-1 systems. The RAVE911 system uses an innovative method incorporating three industry-proven techniques to attain, match and validate data. The TCS system is scalable, provides accurate real-time responses, increases order velocity by an order of magnitude, and is operationally inexpensive. RAVE911 allows the provider to acquire instant address validations that enable faster order processing and installations, ensuring customer satisfaction and revenue assurance without any compromises from a Public Safety or quality of 911 service perspective for the user.

Using RAVE911, TCS' VSPs and Cable MSO customers have achieved automated matching rates in excess of 99 percent in select markets. While RAVE911 was primarily designed for mission-critical Public Safety functions, it can be incorporated into a myriad of address validation applications. The simple act of validating civic addresses provides an avenue for many enterprises to update their subscriber databases to assure accurate delivery, billing accuracy and minimize mailing misroutes.

"The VON Magazine Innovator Awards recognize the Internet Communications industry's best and brightest companies, and we are pleased to include TCS as an inaugural winner," said Bill Sell, Publisher, VON Media Group. "Companies like TCS should take pride in their accomplishments, because the selection committee unanimously felt as though TCS and its RAVE911 solution stood apart from the large field of companies that participated in the nomination process."

"TCS is dedicated to technology innovation; so to receive an 'Innovator Award' for RAVE911 is a solid proofpoint that we are meeting our goal in providing the market with relevant and reliable solutions," said Dan Allen, Senior Vice President of TCS Service Bureau Operations. "RAVE911 ensures that no matter what type of communication an end user subscribes to, VoIP, cable or landlines, they can feel confident that they will be located in case of an emergency now and in the future with NextGen9-1-1."
