TCS Wins $8.3 Million Department of Defense Professional Services Contract

Contract Awarded to Provide Continuous, Uninterrupted Communication Services

ANNAPOLIS, MD--(Marketwire - August 15, 2008) - TeleCommunication Systems, Inc. (TCS) (NASDAQ: TSYS), a leading provider of mission-critical wireless communications, today announced that it has received an $8.3 million contract to provide a major Department of Defense (DoD) Command with communications professional services. The delivery of these professional services will be over the four quarters ending in July 2009.

TCS will provide Information Technology support/Command, Control, Communications and Computer Information Management (C4IM), Visual Information and Video Teleconferencing Professional Services, via 55 personnel including Desktop Support Engineers, Systems Engineers, VTC Facilitators, Computer Intelligence Specialists and Graphic Artists.
