TeleCommunication Systems VoIP Solution Receives Two 2006 Product of the Year Awards From Communications Solutions

TCS Innovative Location-Based Services Recognized as Leading Technologies

ANNAPOLIS, MD -- (MARKET WIRE) -- May 16, 2007 -- TeleCommunication Systems, Inc. (TCS) (NASDAQ: TSYS), a leading provider of mission-critical wireless data solutions, today announced that Technology Marketing Corporation's (TMC) Communications Solutions (www.tmcnet.com/comsol) named TCS' LivewirE911™ and LivewireLBS™ solutions as recipients of its 2006 Product of the Year Awards.

"Awards such as the TMC Communications Solutions award for TCS' LivewirE911 and LivewireLBS recognize our leadership in the market," stated Dan Allen, Senior Vice President, Service Bureau for TCS. "We continue to develop innovative solutions that provide customers with a much broader range of opportunities for revenue-generating applications and services to meet customer demand. The strength of LivewirE911 and LivewireLBS is that they support standard interfaces that can be used in an Internet Multimedia System network or on their own in a standalone Session Initiation Protocol implementation."

LivewirE911 is a best-in-class Session Initiation Protocol (SIP)-based platform, providing reliable emergency services to Voice over Internet Protocol (VoIP) subscribers. The platform is designed to exceed the VoIP and Digital Voice Service Providers responsibility to provide enhanced emergency services to their customers. LivewirE911 accomplishes this by providing call routing to the correct Public Safety Answering Point and the location information of the subscriber for prompt and accurate emergency dispatch. LivewirE911 uses both Geographic Information System (GIS) and Master Street Address Guide (MSAG) reference data managed by TCS' TL9000 certified Service Bureau to determine the appropriate routing for emergency calls.

With the addition of commercial applications to the routing and location functions used by LivewirE911, LivewireLBS™ enables service providers to leverage investments made in emergency services to offer commercial applications. A simple, well-defined interface allows straightforward additions of both new applications and new location determination technologies as technology changes, the market shifts and customer demands change.

"TCS has been recognized with not one, but two 2006 Product of the Year Awards for their excellence in technological advancements and application refinements," said Rich Tehrani, TMC President and Group Editor-in-Chief of Communications Solutions. "TCS has proven they are committed to quality and excellence in solutions that benefit the customer experience as well as ROI for the companies that use them. We are pleased to honor their hard work and accomplishments and look forward to more innovative solutions from TCS in the future."

The seventh annual Communications Solutions Product of the Year Award recognizes the vision, leadership and attention to detail that are the hallmarks of the prestigious award. The most innovative products and services brought to market in 2006 have been selected as recipients of this year's Communications Solutions Product of the Year Award for their groundbreaking achievement.

The 2006 Product of the Year Award winners can be found on the Communications Solutions Web site.
