Thermal Energy Expands Investor Relations, Communications Capacity

OTTAWA, ONTARIO--(CCNMatthews - June 23, 2005) - Thermal Energy International Inc. ("Thermal Energy") (TSX VENTURE:TMG) (the "Company") is pleased to announce that it has re-engaged Stuart McCarthy to provide in-house investor relations and communications services.

"We again look forward to having him help promote the Thermal Energy story to our expanding shareholder base, analysts and current and prospective customers, particularly in the U.S."

Mr. McCarthy will be the primary contact for shareholders and stakeholders seeking timely responses to investor and corporate matters at Thermal Energy. He will also be responsible for evaluating current investor relations and communications activities and developing strategies for proactively expanding and maximizing these areas in the coming weeks and months.

From 2000 to 2001, Mr. McCarthy was responsible for Thermal Energy's corporate communications and investor relations, and led branding and marketing on an international scale during which time the Company's shares achieved historic high valuations.

Mr. McCarthy also previously held the position of Vice President, Public Relations at Corel Corporation, where he worked with all marketing divisions and investor relations. Mr. McCarthy oversaw simultaneous launches of Corel's flagship software products and the positioning of Corel as a global leader in Linux software.

Most recently, Mr. McCarthy has been the principal of Ottawa-based McCarthy Public Relations and works in association with Bluesky Strategy Group Inc., a prominent Ottawa public affairs firm. His current clients include Calabogie Peaks Resort, Certified Management Accountants of Canada, Canadian Defence Industries Association, the Canadian Medical Association, the Canada Foundation for Innovation and Elections Canada. He also recently provided a comprehensive suite of communications and marketing services for Vanguard Response Systems Inc. (now Allen-Vanguard Corporation TSX: VRS) Canada's first publicly traded company offering proprietary counter-terrorist equipment systems for defeating and mitigating conventional and unconventional terrorist devices of all kinds.

The terms of the 12-month agreement provide for monthly compensation of $3,500.00, plus the option to purchase 50,000 shares at $CDN .24 representing current market prices and vesting in equal quarterly amounts.
