Torbay Holdings, Inc.: State Authority Tender Specifically for Torbay's Section 508 Facilitating Mouse & Place Volume Order

MINEOLA, NY -- (MARKET WIRE) -- November 29, 2006 -- Torbay Holdings, Inc. (OTCBB: TRBY) today announced that Action Office Supplies, Lakewood, NJ, has been awarded a State Government contract for 100 Torbay AirO2bic mouse product following a tender in which Torbay's Section 508 compliance facilitating mouse were the sole specification.

The order was placed by the County of Atlantic, NJ, which makes Section 508 compliance statements upon its website. This is the first volume order known to solely specify the Torbay mouse product. Ordered for the Dept. of Law, Office of Risk: with mission statement of:

"The Office of RISC investigates all general liability and workers compensation claims filed against the county, conducts assessment of risks, promotes implementation of safety practices and programs to reduce risk, procures insurance policies to protect the county and determines the appropriate insurance coverage for county contractors."

The AirO2bic mouse requires no grip nor does it twist the wrist as it is used in a neutral handshake posture. This satisfies operable controls standard, a requirement stipulated under government procurement pertaining to Section 508 Law (29 U.S.C. 794d). It states: "Controls and keys shall be operable with one hand and shall not require tight grasping, pinching, or twisting of the wrist. The force required to activate controls and keys shall be 5 lbs. (22.2 N) maximum."

This order, combined with a substantial order book for onyx colored right hand mice, are to be delivered during the current quarter from the batch of product presently being manufactured. This, and future batches, satisfy European requirements under the RoHS and WEEE environmental disposal standards, also the California SB 20/50 requirement which manufacturers must meet in order to sell electronic products in California, commencing January 1, 2007.
