Traffic Lights Changes May Lead to Chaos, Warns Swinton Insurance

MANCHESTER, UNITED KINGDOM--(Marketwire - April 12, 2011) - City councils, such as Portsmouth, Devon and East Riding are proposing trial changes to their traffic light systems, which could lead to chaos on the roads, warns Swinton.

Swinton, the UK's leading high street retailer of cheap car insurance surveyed 1,200 motorists and found that 21% would like to see improvements in traffic flow at quiet times of the day and night.

Devon County Council and East Riding of Yorkshire Council are recommending turning their traffic lights off overnight, which could lead to savings on maintenance of up to £300,000.

Portsmouth Council is considering using continuous flashing amber signals on traffic lights during quieter periods to aid traffic flow.

A driver faced with a flashing amber traffic light would be expected to cross the junction with caution after fully assessing the risks posed by other traffic and pedestrians.

Steve Chelton, Insurance Development Manager at Swinton Car Insurance said: "We're concerned that the use of flashing amber lights may lead to drivers becoming confused about priority at junctions, especially amongst inexperienced or young drivers.

"There are important legal implications too, regarding liability if an accident happens where neither driver has an obvious priority. It may cause further confusion between drivers and pedestrians."
