Research by the IT Process Institute (ITPI) has discovered that the 80-20 rule applies to IT controls: a small subset of controls is greatly responsible for influencing whether or not an organization is a high, medium or low performer when it comes to IT efficiency, effectiveness, security and compliance. The ITPI researchers found that the two controls common among all high performers and absent from all low performers is the monitoring of systems for unauthorized changes and having defined consequences for intentional unauthorized changes.

This research corroborates the methodology outlined in the ITPI's Visible Ops Handbook, which broke into four phases how to move from 'good to great,' with a focus on developing a strong culture of change management and causality.
