UL and IBNORCA Sign Agreement to Promote National Safety Standards and Enhance Market Access for Bolivia

NORTHBROOK, IL -- (MARKET WIRE) -- April 18, 2007 --Underwriters Laboratories (UL) and the Bolivian Institute of Normalization and Quality (IBNORCA) announced today an agreement to promote the use of UL Standards for Safety in the ongoing development of national safety standards in Bolivia via formalized consulting, communication and information exchange protocols.

The agreement was signed in a ceremony attended by both UL and IBNORCA management as well as government officials of Bolivia. This is the second such agreement announced by UL in support of its public safety mission and brand globalization initiatives. Earlier, UL announced a similar agreement with INTECO, the national standards body of Costa Rica in Central America.

"Underwriters Laboratories is pleased to be working with IBNORCA to advance our global public safety mission by deploying UL Standards for Safety nationwide in this key South American country," said Bob Williams, UL Vice President, Global Standards. "As the national standards body in Bolivia, IBNORCA officials are demonstrating foresight in promulgating the world's most trusted and widely recognized set of safety standards across their markets and infrastructure."

As Bolivia's national standards institute and certification body, IBNORCA is responsible for safety standards oversight and also serves as an information resource regarding national and international standards and codes. IBNORCA also certifies products and quality management systems to ISO 9000 and ISO 14000. IBNORCA has sought to expand its capabilities for promoting standardization and to satisfy demand for the agency's quality control services.

Rich in natural resources, Bolivia is well known for its gold and silver mines, has the second largest natural gas field in South America after Venezuela, and possesses about 70 percent of the world's iron and magnesium deposits. Bolivia has benefited from a far-reaching government program of macroeconomic stabilization and structural reform aimed at maintaining price stability while creating conditions for sustained growth, foreign investment and free trade.

Bolivia's participation in various regional trade agreements positions the country for market accessibility improvements through further development and harmonization of its national safety standards system. Bolivia is a member of the Andean Community of Nations (CAN) and Mercosur (Southern Cone Common Market), the two main trading blocs of South America.
