Ulticom and CIRPACK Team to Deliver IMS Solutions

Partnership Formed to Accelerate the Development of IMS Session Control and Subscriber Data Functions

MOUNT LAUREL, NJ and BARCELONA, SPAIN -- (MARKET WIRE) -- February 14, 2006 -- At the 3GSM World Congress, Ulticom®, Inc. (NASDAQ: ULCM), a leading provider of network signaling solutions, today announced a technology partnership with CIRPACK, a Thomson business unit and leader in next generation voice switching platforms for operators' infrastructures. Leveraging Ulticom's IMS-Ready™ Signalware® Diameter product and proven ability to support essential enabling technologies for communication systems and service providers worldwide, CIRPACK will accelerate the development of its suite of IMS core session control and subscriber data management functions. Specifically, this partnership will focus on the Interrogation-CSCF (I-CSCF), Serving-CSCF (S-CSCF), and Home Subscriber Server (HSS) components of the IMS specification.

CIRPACK will use the latest features within Signalware Diameter, including support for 3GPP interfaces, to enable authentication, authorization, subscriber location, and service management capabilities within core IMS functional elements such as the CSCF and HSS. Signalware Diameter is a complete and easy to use implementation of the Diameter base protocol and application interfaces based on the latest industry standards. With APIs provided at both the base protocol and application level, developers have the ability to customize their applications or use those provided with Signalware Diameter to further accelerate time to market. Signalware Diameter was designed for the distributed nature of the IMS and can easily be migrated to a high availability cluster for those applications that require carrier-grade reliability and scalability.

CIRPACK is relying on Ulticom's Diameter signaling technology to finalize the development of its IMS core network solution and leverage its existing award winning voice switching platform. With this approach, CIRPACK can concentrate on developing a comprehensive strategy to extend its existing portfolio of carrier-grade solutions with new functionality to pursue new opportunities helping telecom service providers migrate their infrastructures toward compliance with new industry specifications such as the IMS.

"CIRPACK is committed to providing the most complete universal solutions that help communication service providers enter new markets quicker and to launching innovative services made of voice, video and interactive content," said Frederic Potter, CTO and SVP, CIRPACK. "Leveraging off-the-shelf signaling solutions from trusted partners such as Ulticom provides us with the flexibility to meet the demands of the marketplace while reducing development costs and risk."

"CIRPACK is setting new trends in the market for switching solutions with innovative call control software and media gateway hardware running on industry standard computing platforms," said Osman Duman, senior vice president and chief marketing officer, Ulticom. "CIRPACK understands the value of strategic relationships with key industry players and we are pleased to be a part of their strategy to develop session control and subscriber management functionality for IMS applications."
