NOTE TO EDITORS: The Following Is an Investment Opinion Being Issued by eLocity Inc.

SARASOTA, FL -- (MARKET WIRE) -- March 29, 2006 -- eLocity's stocks to watch for today are -- Material Technologies, Inc. (OTC BB: MTNA), Universal Property Development and Acquisition Corporation (OTC BB: UPDA), Smart-tek Solutions, Inc. (OTC BB: STTK).

Investors, have a look at Material Technologies, Inc. (OTC BB: MTNA), a company engaged in the research and development of metal fatigue detection, measurement, and monitoring technologies. The company has developed a suite of technological devices for the nondestructive testing of metal fatigue and monitoring of structural integrity that can be applied in virtually any industry where metal is a significant structural component. The company's primary function is focused on bridge inspection, where concerns over aging structures are prompting agencies to allocate millions of dollars for detection and repair.

Tuesday, after the closing bell, Material Technologies announced that its Electrochemical Fatigue Sensor (EFS) has received a feature article in the March/April 2006 issue of Bridges Magazine, a bimonthly, industry leading publication reaching in excess of 15,000 decision makers. Material Technologies said the theme of the article, "A better look inside steel bridges," describes the abilities of the Electrochemical Fatigue Sensor to find growing cracks, cracks too small to be seen by the naked eye, and other cracks frequently missed by standard visual inspection. According to the company, a recent Federal Highway Administration study revealed that visual inspection methods identify less than 10 percent of existing fatigue cracks, which it says has to be improved on to maintain the safety and operation of the Nation's bridges.

John Durbin, former executive director of the Pennsylvania Turnpike Commission, commented, "Finding and repairing cracks in a timely manner is essential to extending the life of our bridges, Conventional visual techniques and even currently well-regarded, technology-based solutions just aren't getting the job done."

As essential it is that new technologies emerge to increase the accuracy of fatigue crack detection and to improve on those inspection results, Material Technologies said its EFS inspection system is capable of locating actively growing cracks in metal structures, and helps to prioritize repairs and correctly allocate valuable resources. It is the only known nondestructive evaluation system currently available to engineers that can provide such insight, the company said.
