West Coast Multiplex Society Prepares for November 24 Referendum to Support Establishment and Operation of the West Coast Multiplex Facility

Tax Impact on Average Home ($326,454 Assessed Value) Will Be $83.12 Annually

TOFINO, BC--(Marketwire - Oct 25, 2012) - The West Coast Multiplex (http://westcoastmultiplex.org) (WCM) Society today announced the dates of informational open houses and other communications initiatives designed to help prepare voters for the "West Coast Service Area Establishment Referendum" conducted by the Alberni-Clayoquot Regional District (ACRD) to be held on November 24, 2012 in Electoral Area "C" (Long Beach), the District of Tofino and the District of Ucluelet.

While the West Coast Multiplex will earn revenue through memberships, facility rentals and other activities, a successful Referendum process will enable the recovery of a portion of operating costs from property taxes to a maximum requisition of $450,000. The West Coast Multiplex Society is subsequently responsible for raising all funds to cover the facility's construction costs (through activities such as grants and donations) and there will be no impact to taxpayers unless construction funds have been raised.

Every effort will be made in the operation of the West Coast Multiplex to minimize the potential property tax impact. Annual budgets will be developed with community input and scrutiny. The referendum establishes the maximum costs that may be applied to property taxes.

Tax Rates Associated with the West Coast Multiplex Referendum
According to ACRD tax rate data, a mean business and residential tax rate of $0.335 per $1,000 of taxable value of land will be used for the West Coast Multiplex Referendum. The residential tax rate for the maximum requisition of $450,000 is $0.255 or $25.50 for a $100,000 home. The business tax rate for the maximum requisition of $450,000 is $0.624 or $62.40 for a $100,000 business property.

For example, property taxes for a residential property assessed at $326,454 would increase by $83.12 per year. Tax rates for other property values would be:

West Coast Multiplex Vision and Phase One Plans
Planned for development on designated land adjacent to the Tofino Airport and Long Beach Golf Course, the proposed WCM facility will provide year-round recreational and educational opportunities to eight communities: Area "C" (Long Beach), Tofino, Ucluelet, the Ahoushat First Nation, the Hesquiaht First Nation the Tla-o-qui-aht First Nation, the Toquaht First Nation and the Yuułu?ił?ath First Nation. Construction costs for Phase One of the WCM, which will include an ice rink, fitness center and supporting amenities, are estimated to be $12 million.

About the West Coast Multiplex Referendum
Conducted by the Alberni-Clayoquot Regional District (ACRD), the Multiplex Referendum will ask Area "C" (Long Beach), District of Tofino and District of Ucluelet voters if they are willing, through a property tax levy, to support the establishment and operation of a service for public recreation and community use including a multiplex facility -- estimated in ACRD studies not to exceed $450,000 annually. The Referendum is open to all eligible voters and passable with 50% plus 1 positive votes.

WHEREAS the West Coast Multiplex Society is committed to raise all the funds necessary to engineer, design and construct a multiplex facility on the West Coast.
AND WHEREAS the Alberni-Clayoquot Regional District has been requested to establish and operate a service for public recreation including a multiplex facility on the West Coast.

QUESTION:
Are you in favour of the Alberni-Clayoquot Regional District enacting Bylaw E1056, West Coast Multiplex Service Area Establishment, 2012 to establish a service area within Electoral Area "C" (Long Beach), the District of Tofino and the District of Ucluelet, to operate a public recreation facility for community use, including a multiplex facility, with an annual maximum requisition limit of the greater of $450,000 or $0.335 per $1,000 of taxable value of land and improvements?

Referenda Rules and Regulations, Voting Dates and Places
Referenda are a method used to obtain the assent of the electors to establish a service and its funding limits. Registered voters state their position by marking a ballot in response to one or more questions. Voter eligibility, voting rules and regulations for the West Coast Multiplex Referendum can be found at http://www.acrd.bc.ca.

Voting day is Saturday, November 24 from 8:00 AM - 8:00 PM with two advanced voting opportunities on Wednesday November 14 and Tuesday, November 20. Voting locations are Tofino Council Chambers and the Ucluelet Community Centre.
